The children’s services minister tells the Calgary Sun, the system underwent a review in 2008.  Several changes were made at that time, including more stringent screening of potential foster families.

The toddler died March 3rd in the Stollery Children’s Hospital. Police are treating her death as a homicide, but will not say how she died.
