Calgary’s top bureaucrat gets big bonus

Owen Tobert is getting a bonus cheque of more than $24,000 following a glowing review from city council.
On average, the mayor and aldermen gave Tobert 7.8 out of 10 in his annual performance review, entitling him to a 7.8 per cent bonus.
Tobert earns about $315,000 in base pay per year.
That salary hasn’t gone up in about five years.
