NATO agrees to wind down Libya operation

NATO has agreed to end its mission in Libya, but not necessarily right away.
The alliance’s governing council has made a preliminary decision to end the seven-month bombing campaign on October 31st, now that former dictator Moammar Gadhafi is dead.
But a formal decision is not expected until the middle of next week.
The British and French ambassadors say more consultation is needed with Libyan authorities to ensure a smooth transfer of air traffic control to civilian officials.
