Report on Temporary Foreign Workers says program has driven up unemployment

A new study says the Temporary Foreign Worker Program has contributed to higher unemployment numbers in Alberta and B.C.
The report by C.D Howe Institute comes as Employment Minister Jason Kenney barred Canadian restaurants from using the program.
Researcher Dominique Gross says hiring conditions have been relaxed many times without real proof of employee shortages.
Her report says between 2000, and 2009 when the program was fully in place, Alberta’s unemployment rate rose from just five per cent to 6.6 per cent.
She adds just reversing some of the changes to the program likely won’t be enough to fix the problem.
