The man who shot and killed an on-duty RCMP Constable just outside Calgary in 1987 will remain in prison.
The parole board denied a request for early release by Andrew Kay, who is serving a life sentence with no chance of parole for 25 years for killing Special Constable Gordon Kowalczyk.
The denial of release means Kay will have to wait another two years before being considered again for parole.
Keith Thompson, a retired RCMP Superintendent who supervised the investigation, tells The Calgary Herald the killer should never get out of jail because he will have never paid the penalty for his actions.
