Rainbow pipeline given OK to reopen

The province’s energy regulator says it’s OK for the pipeline behind a huge oil spill in Northern Alberta to reopen, if it meets several conditions.
The Energy Resources Conservation Board says the Rainbow pipeline must pass inspections and be monitored by aircraft.
The board says pipeline owner Plains Midstream Canada must also improve its emergency response plan and limit the pipeline’s operating pressure.
But a startup date has yet to be set.
Last April, the pipeline leaked 4.5 million litres of oil, the second-largest spill in Alberta’s history.
