ZBB for Alberta?

Could February 9th be the date the Alberta government announces it’s adopting zero-based budget practices.
The Calgary Herald reports there are rumblings Premier Allison Redford will announce the switch next month.
Under zero-based budgeting, before a government department can ask for an increase it has to show the cash it spent the previous year was justified.
That would set the table for different cuts and increases each and every year.
Scott Hennig with the Canadian Taxpayers Federation tells 660News, he likes the idea, but the Tories still need to rein in spending.
“I think this is a long term goal to potentially make government more efficient if done right, but it’s not going to balance the budget in the next few years and they still need to take action to do that,” said Hennig.
He says at the moment, it looks like this year budget will come in near $40-billion.
