Help from the army may come at a price

Canadian towns and cities in need of military help in the future may find themselves stuck with the bill.
Two years ago, Souris, Manitoba called in 400 Canadian soldiers to help save the town from flooding waters of the Manitoba River; today they might not be able to afford the rescue.
The Department of National Defence has confirmed they’re going to start charging for disaster relief operations in the country.
Dr. Timothy Haney from Mount Royal University is concerned that it may mean poorer communities, like Souris, will avoid asking for help altogether.
Haney tells The Calgary Sun the people most likely to be impacted by disaster are those who can least afford it to begin with.
