High-risk offender released onto Calgary streets, police warn

Calgary police are warning people of a high-risk offender who was released from custody Wednesday, so they can “take suitable precautionary measures.”
Police say 23-year-old Paul Algino Barrett was released on Sept. 21 after serving a two-year sentence for break and enter with intent.
They add Barett is under a three-year probation order through its High Risk Offender Program (HROP).
Barrett has two convictions for “break and enter with intent,” and they believe the crimes are sexually motivated and random.
Officers describe Barrett as 6’1″ tall, 160 lbs, with black hair and brown eyes.
Calgary police say HROP monitors people who have been released by the courts into Calgary that it determines “to have a high risk to reoffend.”

They add that people should not “embark on any form of vigilante action.”
Investigators say they are releasing the information under the authority of section 32 of the Freedom of Information and Protection Act.
In the statement, police say, “With our law enforcement partners, officers in HROP assess an offender’s risk factors and use a number of tactics to ensure they are abiding by court-imposed conditions to manage their risk to the community.”
